It's also odd as it is the seminal Crue song, at least IMO. Sure, they had a lot of hits in their time, and many were good tunes, but none topped Shout at the Devil or Look That Kill.

Well, let's take it slowly.


First, to "shout" means to make an incredibly loud vocal noise.

"At" would give the impression that the aforementioned shout is directed towards someone/something.

"The devil" would refer to Satan.

Thus, they are saying that you should make a loud vocal noise directed towards Satan.  Does this clarify things?

 

I'm going to go out on a limb here and say it's just about plain old defiance, or possibly drugs.
